While President Trump dropped his 100% foreign film tariff bombshell over the weekend, Oscar-winner Jon Voight was already at Mar-a-Lago pitching his industry revival plan. The presidential “Hollywood ambassador” has been making the rounds with unions, studios, and officials to craft his proposal—and now we’ve got the details:
•For filmmakers, Voight proposes stackable federal tax credits (10-20%) on top of existing state incentives. His plan would expand Section 181 provisions, allowing producers to write off 100% of costs in the first year. Instead of blanket tariffs, he suggests targeted penalties of 120% on productions that could have filmed in America but chose foreign locations just for tax incentives.
•For infrastructure, the plan includes tax credits for building or renovating theaters, studios, and post-production facilities. It would create job training programs to ensure Americans have skills for high-paying industry positions, with special emphasis on developing production capabilities in heartland states.
•For streaming platforms, Voight wants to revive regulations that once prevented networks from owning the shows they aired. Streamers would need to pay producers premiums (25-40% of production costs) for exclusive licenses, return more ownership rights after license periods end, and share copyrights 50/50 with content creators.
•For international work, the plan proposes co-production treaties with countries like the UK to enable collaboration without triggering tariffs. It includes exemptions from penalties for legitimate international partnerships that truly require foreign locations. -

When Martin Scorsese signed with Netflix to make “The Irishman,” the star-studded epic scheduled to have its premiere on the opening night of the New York Film Festival next month, he put himself in the crossfire of the so-called streaming wars.
A crucial sticking point has been the major chains’ insistence that the films they book must play in their theaters for close to three months while not being made available for streaming at the same time, which does not sit well with Netflix.
More than 95 percent of movies stop earning their keep in theaters at the 42-day mark, well short of the three-month window demanded by major chains, according to Mr. Aronson. That suggests the need for change, he said.
Having built itself into an entertainment powerhouse by keeping its subscribers interested and coming back for more, Netflix does not want to be distracted by the demands of the old-style movie business, even as it makes deals with legendary filmmakers like Mr. Scorsese.
Oscar eligibility is not much of a factor in how Netflix handles the rollout. To qualify for the Academy Awards, a film must have a seven-day run in a commercial theater in Los Angeles County, according to rules recently confirmed by the Academy of Motion Picture Arts and Sciences’ board of governors; it can even be shown on another platform at the same time. Still, there is an Academy contingent that may look askance at Netflix if it does not play by the old rules for a cinematic feature like “The Irishman.”

This is because digitally shot films are actually free of any film grain, the very specific (not to be confused with noise caused by too little light) noise that occurs in analog filming. But this type of noise has become so associated with “real” motion pictures through the long history of film (as a component of the film look) that it is unconsciously perceived by many viewers as an important feature of a motion picture.

This leads to a difficult-to-resolve contradiction between, on the one hand, film material that is as compressible and noise-free as possible, and, on the other hand, the noise caused by film grain that is desirable for the film look. Netflix has found a very special solution to resolve this contradiction. It uses a very special function of the open source
AV1 video codec, which Netflix has been using for a long time, namely the artificial
synthesis of film grain. Thus, film noise is first analyzed using statistical methods before compression and then removed for efficient compression. According to Netflix, this saves around 30% of the data during transmission.”’
